a. The "twelve tribes scattered" is the first clue of the intended audience. This is mentioned because they are mentioned several times in his writings.


b. He may also have had the Jewish Christians in mind when he was writing. He tried to spread it to areas that may have ha the gospel as the foothold to help encourage them.


c. The word Diaspora is used as scattered and that is what the Jewish communities are called in that time. This could be an indication on that's who Paul was writing too.
